The Healthcare Infrastructure Projects Division is a multidisciplinary team consisting of medical planners, architects, engineers, project managers, quantity surveyors, and asset management professionals, supporting the development and building of public healthcare infrastructure projects such as regional and community hospitals, specialist centres, polyclinics and nursing homes to prepare for future demand.

SUMMARY OF THE ROLE
In the role you'll:
- Support the Project Team in the development and management of healthcare infrastructure projects (HIPD) to meet MOH/MOHH’s requirements (i.e. to deliver projects within the expected time frame, budget and quality).

JOB RESPONSIBILITIES
Coordinate with multiple authorities to ensure all requirements are met
- Consult authorities on land allocation, identify major issues for discussion and propose solutions
Manage the projects approval process to ensure all approval papers are in order and are submitted on time
- Furnish project data such as schedule of accommodation, timeline schedule, and budget for seeking funding
Support the procurement process for consultancy services and builders
- Prepare pre-qualification, expression of interest, tender documents, as well as involve in tender evaluation and recommendation for the procurement and appointment of consultants and builders
Deliver the projects within the stipulated time frame and budgets in addition to meeting MOH/MOHH quality requirements
- Manage consultants and builders to ensure effective delivery of projects. Area of responsibilities includes:
- Liaise with other Ministries and Authorities with project-related issues
- Manage Gateway/ Development Planning Committee (DPC) process to ensure timely attainment of project milestones
- Work closely with consultants and builders to provide value-added inputs for effective designs to meet operational requirements
- Liaise with clusters/operators to ensure that all users’ requirements are taken into consideration
- Process payments in compliance with the contract
- Liaise with/ manage consultants, builders, authorities and service provideers during the construction stage to achieve time, quality, cost and safety objectives
- Manage variation orders to ensure proper and timely documentation of recommendations to facilitate assessments and decisions from management
- Closing of accounts and administrative closure for projects
- Multi-task and handle ad-hoc assignments, including user acceptance testing and system checking
Acquire domain knowledge and build technical expertise within MOH/H for the development and implementation of healthcare infrastructure projects
- Consolidate and share lesson learned
- Multi-departmental collaborations to compile and streamline process; develop technical references etc
- Any other duties assigned
JOB REQUIREMENTS
- Job-related bachelor degree. i.e. Architecture / Civil Engineering / Quantity Surveying / Building / Construction / Project Management
- Confident and able to work under pressure
- Possess good planning, interpersonal, communication and problem solving skills
- Familiar with government procurement for infrastructure projects
- Domain knowledge of the healthcare industry would be a distinct advantage
- Minimum 4 years of relevant experience, preferably project management background
- Fresh grads from Engineering degree programs are welcome to apply for entry level role
