Job Description


Programme Development

  1. Assess complexity of client needs and the scope of services or programmes to be provided
  2. Identify upcoming trends affecting programme’s success
  3. Apply relevant principles, frameworks and best practices in developing social service programmes
  4. Develop and review service framework for programme work plans, resource requirement and budgeting
  5. Determine allocation of resources for programmes
  6. Adapt and incorporate best practices and trends in programmes
  7. Build collaborations/partnerships with agencies, funders/sponsors and stakeholders in the social service sector for community development and re-integration
  8. Pilot and refine service and programme parameters to ensure successful implementation
  9. Identify and tap on appropriate community resources and/or funding schemes

Programme Implementation

  1. Adapt programmes and services to suit needs of client or programme objectives
  2. Develop strategies to address causes for client disengagement
  3. Mobilise the community stakeholders and resources for programmes
  4. Develop and implement promotional strategies to drive participation
  5. Identify possible barriers and provide solutions to programme participation
  6. Coordinate the allocation of resources for programme execution, including logistics and manpower Plan and collaborate with other organisations to achieve programme’s goals


Programme Evaluation

  • Analyse and validate evaluation outcomes defined in programme plans
  • Review relevance and alignment of programmes against programme plans
  • Provide programme review and feedback to other social service professionals working in the social service programme and programme stakeholders
  • Review relevance and alignment of programmes against programme plans and strategic objectives of the organization
  • Assess new developments in social service programmes based on research and trends to incorporate in organisation’s programmes
  • Assess best practices and standards to improve programme development and implementation
  • Review and recommend improvements to organisational policies and processes that impact programmes


Stakeholder Management

  1. Organise stakeholder engagements with team members, clients and/or stakeholders
  2. Address stakeholder needs and to conduct stakeholder analysis
  3. Maintain good relationships with team members, clients and/or stakeholders

Compliance

  1. Review and update the status of KPIs to Reporting Officer and Centre Director periodically
  2. Monitor Programme expenditure to ensure it is within the budget
  3. Evaluate KPIs to ensure KPIs met within the timeline as per funding agencies’ requirement
  4. Vet/Prepare reports and ensure information/data is accurate


Supervision of Staff

  1. Provide regular supervision for staff on their workload and administrative issues
  2. Guide staff to reflect on their work and to support them in their professional development
  3. Manage staff with different capabilities and initiate career planning
  4. Prioritise and review work plans to ensure alignment to organisational strategic goals


Ad-hoc Duties

  1. Provide any other support as assigned/required


Qualifications

  • Possess Degree in Social Work or other relevant disciplines from an accredited institution


Relevant Experience

  • 5-6 years of relevant experience. Prior experience in events or programmes design, planning and implementation will be an advantage
  • Working knowledge of social service practices will be an advantage
  • Candidates with less years of experiences may be considered as well
